The Government of Romania MEAT Scholarship for International Students is now open for application. The scholarship program is organized by the Ministry of Economy, Entrepreneurship and Tourism (MEAT) and the Ministry of Education (ME) for international students willing to study at Undergraduate, Master’s and PhD Level in Romania. For the 2023-2024 academic year, 40 scholarships will be granted to eligible foreign citizens to study in Romania. Applicants from all countries in the world, except for EU member states, are welcome to apply.
Selected candidates for this Ministerul Antreprenoriatului si Turismului (MAT) scholarship to study in Europe can only pursue their studies in the Romanian language. For Romanian non-speakers who need to study the Romanian Language, a one-year Romanian language preparatory course is granted prior to the actual university studies. Results will be announced at the beginning of the 2023-2024 academic year.

Government of Romania MEAT Scholarship Benefits
The Romania Ministry Of Economy, Entrepreneurship and Tourism Scholarship will provide successful applicants with the following benefits
- Free tuition fees;
- Accommodation;
- Monthly allowance of:
- 65 EURO per month, for under-graduate students,
- 75 EURO per month, for post-graduate students (Master degrees and specialization) 2nd cycle,
- 85 EURO per month, for post graduate students (doctorate degree) 3rd cycle.
Furthermore, successful applicants will enjoy the following benefits:
- exemption from the payment of the registration fees, processing fees, Romanian language competencies fees, doctoral admission test fees, and specific aptitude tests fees;
- free preparatory year of the Romanian language;
- monthly stipend during the Romanian language preparatory year;
- medical assistance in case of medical-surgical emergencies and diseases with endemic-epidemic potential, in accordance with the legislation in force;
- Reduced public transport fees at the same rate as Romanian students.
Note : The scholarship does not cover the international travel expenses and the domestic travel expenses from the point of arrival in Romania to the university’s location. All accepted students must be prepared to support the expenses not covered by the scholarship.
Government of Romania MEAT Scholarship Eligibility
This Government Scholarship program is open to candidates that have the following profile:
- foreign citizens coming from all the states of the world, except for EU / EFTA (Iceland, Liechtenstein, Norway, Switzerland) Member States;
- applicants must present study papers issued by accredited/recognized educational institutions and have good results;
- be in good physical and mental health and present at the time of enrollment at the university where he/she is and accepted a medical certificate stating that he/she is fit for studies and free of contagious diseases;
- Academic qualification:
- Bachelor’s degree applicants must have a high school graduation certificate.
- Master’s degree applicants must have a bachelor’s degree.
- PhD degree applicants must have a master degree.
- be willing to study in Romania for the duration of the course;
- Respect the Romanian Constitution and the laws of the Romanian State;
- comply with the internal regulations of the educational institution in which they will study.
You are not eligible to apply if you are someone who:
- is a citizen of Romanian origin or who is part of Romanian historical communities in the vicinity of Romania (they benefit from other programs);
- have requested or acquired a form of protection in Romania;
- a stateless person whose residence on the territory of Romania is officially recognized according to the law,
- member/family members of the diplomatic and consular corps accredited in Romania, member/family members of the administrative and technical staff of the diplomatic mission and consular offices accredited in Romania, and member/family members of the staff of international organizations represented in Romania;
- a holder of the Romanian scholarship and applying for the same cycle of studies.
Note : Priority is given to citizens from non-EU / EFTA states with whom Romania has no cultural and educational collaboration.

How to Apply for the Government of Romania MEAT Scholarship
To apply for this Europe scholarship, applicants need to send scanned copies of required documents to the following email address: [email protected]. Selected applicants will present original documents at the educational institution where they will continue their studies.
Required Documents
The application file shall contain the following documents:
- Letter of recommendation: The letter of recommendation will be issued by one of the following entities:
- The economic representative of the Romanian Ministry of Economy, Entrepreneurship and Tourism (The Office of Commercial and Economic Promotion) or Head of Romanian mission in the candidate’s country;
- The Embassy, consulates, commercial, cultural offices, honorary consulates of the candidate’s country of residence in Romania;
- Economic entities (importing and/or manufacturing companies). Recommendations will be supported by the representative of the Romanian Ministry of Economy, Entrepreneurship, and Tourism (the Office of Commercial and Economic Promotion) in the candidate’s country of residence;
- Organizations that through their activity can contribute to the promotion of bilateral economic relations, professional, and employers’ associations, and cultural associations;

- Photocopy of the diplomas obtained (high school diploma or its equivalent, bachelor’s, master’s, doctorate diplomas, if applicable) and their authorized translation into one of the Romanian, English, or French languages, if applicable. Suppose the candidate is in the last year of pre-university education. In that case, a certificate must be submitted to the file, accompanied by a legalized translation, confirming the stage of preparation and the fact that the person is to take the graduation exam at the end of the current school year. If his file is selected, the candidate graduating from high school or equivalent is required to submit to the ME/university a certified copy of the graduation diploma and its legalized translation or, as appropriate, the copy of the certificate which certifies the fact that he is a graduate, with the mention of the date on which the graduation diploma will be issued. Candidates who opt for postgraduate studies must submit all previously obtained diplomas, in legalized copies and with their legalized translation;
- Academic Transcripts, authenticated by the competent authorities of the issuing country – photocopy and certified translation into one of the Romanian, English, or French languages, if applicable. In the case of the pre-university graduate candidate, who will opt for enrolment in Romanian university education, it is necessary to present a legalized copy of the transcripts for each year of study. For the candidate who is in the last year of study, the transcript from previous years and from the first part of the current school year is presented. In the case of the graduate candidate who will opt for a form of postgraduate schooling, it is mandatory to present legalized copies after all higher education documents, including transcripts;
- Applicant’s declaration that he/she did not benefit from another scholarship from the Romanian Government for the requested academic level. Please click here to download the form;
- Copy of the first three pages of the Passport (valid at least 6 months after the beginning of the requested study program);
- Identity card – photocopy and certified translation;
- Medical certificate in one of the following languages, Romanian, English, or French;
- Curriculum Vitae in one of the following languages Romanian, English, or French;
- Two recent passport type photos;
- Other documents requested by the Ministry of Education of Romania;
Note: All forms that applicants need to fill out are in Romanian, English, and French. All documents must be submitted in Romanian, English, or French. Therefore, documents in other languages must be accompanied by their translation into Romanian, English, or French language.
Upon registration, candidates will present the study and identity documents from the original application file, together with the letter of acceptance for studies and the passport with a valid visa for “studies”. The study documents originally issued in States which are parties to the Hague Apostille Convention must be endorsed by the competent authorities of the issuing countries with the Hague Apostille.
The study documents originally issued in states that are not parties to the Hague Apostille Convention will be super legalized by the Ministry of Foreign Affairs of the issuing country and by the Embassy / Consular Office of Romania in that country. For doctoral scholarship: an agreement in principle of the scientific coordinator. Admission of candidates opting for doctoral studies is conditional on passing the entrance exam.
