The Mexican Agency for International Development Cooperation (AMEXCID) invites foreign citizens who are interested in studying for a specialization, master’s degree or doctorate, conducting graduate or postdoctoral research, or taking part in an undergraduate or graduate-level academic mobility program, to participate in the 2023 Mexican Government Scholarship Program for International Students.
The Call is offered to more than 180 countries, within the framework of bilateral agreements, multilateral mechanisms and special agreements. More than 80 Mexican Higher Education Institutions (HEIs) participate in the program and all have academic programs registered in the National Quality Postgraduate Program (PNPC) of the National Council of Science and Technology (CONACYT). The scholarship provides necessary funds to selected candidates to complete their studies.

Mexican Government Scholarship Benefits
Fully funded, this North America scholarship program will provides successful applicants with the following benefits:
- Master’s scholarships, mobility at the Bachelor’s and Master’s levels, and Master’s level research, a monthly amount for maintenance of 4 (four) times the monthly value of the Measurement and Updating Unit (UMA), currently equivalent to 12,614.80 Mexican pesos per month. UMA is subject to the changes established by law (The maintenance is delivered at the end of the month).
- For Doctoral scholarships and research stays at the doctoral and Postdoctoral levels, a monthly amount for maintenance of 5 (five) times the monthly value of the (UMA), currently equivalent to 15,768.50 Mexican pesos.
- Enrollment and tuition, in accordance with the provisions of the program of each Mexican Educational Institution, issued through their acceptance letter.
- Medical insurance through the Mexican Institute of Social Security (IMSS), whose validity will begin from the seventh month of the scholarship, and with a duration corresponding to the scholarship period granted.
- Exemption from the cost of issuing the Mexican visa.
- International air transportation upon satisfactory completion of the scholarship. The ticket will be granted in tourist class and according to the flight route determined in the greatest convenience for AMEXCID. Consult the list of countries to which this benefit will be granted.
- National Transportation: Provided for candidates whose studies are carried out outside Mexico City. This is only applicable for national airfare or ground transportation as shown in this document.
Note: Any change that the scholarship recipient wishes to make to the plane ticket purchased by AMEXCID after its issuance, will be covered by the interested party. If the studies are carried out outside of Mexico City, transportation from Mexico City to the host city of the receiving academic institution, and back to Mexico City at the end of the academic activities with a passing result, will be covered.

Mexican Government Scholarship Eligibility
To apply for this government scholarship, candidate must meet the following requirements:
- Be a national of one of the eligible countries above
- have a Bachelor’s, Master’s or Doctoral Degree required to pursue the degree for which the scholarship is requested.
- achieve minimum grade point average of 85 (on a scale of 0 to 100, or 8.5 on a scale of 10) or its equivalent, in the last completed academic degree.
- have a minimum Spanish level of B2 within the Common European Framework of Reference.
Applicants will be selected without any distinction based on ethnic origin, gender, age, disabilities, social status, health conditions, religion, sexual opinions or preferences, marital status or any other situation and/or condition that violates human dignity and has the purpose of nullifying or impairing the rights and freedoms of individuals, and will be subject to the following criteria:
- The delivery of all the documents requested in this Call.
- Background of academic excellence of the applicant.
- History of performance as a teacher or researcher, in public higher education institutions and scientific research centers in the country of origin.
- Choice of studies or research in institutions located in the interior states of the Mexican Republic.
- Preference will be given to studies on social welfare, science and technology, sports, tourism, culture and education, humanitarian assistance.
- Preference will be given to the applicant who has never had an AMEXCID scholarship.
All individuals who fall in the following categories cannot apply for the AMEXCID scholarship
- Foreign diplomats accredited in Mexico, as well as their families;
- Foreigners in Mexico who DO NOT have the stay of Temporary Resident Student in Mexico;
- Foreigners who also have Mexican nationality, including the child of a Mexican father or mother;
- Foreigners who have a Mexican family unit visa or who aspire to obtain it.
- Applicants who have received a scholarship in the immediately preceding year from any Institution of the Federal Government.
- If you have a scholarship granted by any dependency of the Government of Mexico.
Preference will be given to candidates who:
- choose a program on priority issues for the development of his country and strategic for Mexico (priority will be given to academic programs related to the health, education, energy, environmental and / or telecommunications sector).
- carry out studies or research that are not taught in his home country.
- is conducting studies or research in institutions located in the interior states of the Mexican Republic.
- is a professor or researcher from public institutions of higher education and scientific research centers in his country.
- have not previously been granted a scholarship from the Mexican Government.
- former grantees of AMEXCID who applied for a scholarship when the same number of months during which the benefits were received has not elapsed.
